Just got mine. If in “multi-mode” it’s always High first, then Low if button pressed again within short time period of letting go of button, and then back to High with similar press (in default mode is just always High). Doesn’t appear to be a memory (except default vs multi-mode setting which is set once and then stays in that mode).
Holy Smokes.....Who decided the menu function!! Click 12 times hold, now admin activated...... then what must you do to switch between High mode + Admin mode "high/low"? One might think offering a multimode option would come with a simpler switching function such as, single click on = high, double click on = low or click 5 times hold until light double flashes reverses operation to single click on = low, double click on = high. Don't get me wrong I absolutely love Modlite, definitely my favorite lights out of the many many lights I own, but many flashlights seem to lack an intuitive switching function.
It's just a quick double tap to activate adin mode once you program. You don't have to re activate admin mode with the 12 taps every time you want to use it...

Crazy enough though, some lights I’ve got will default back after a battery change. I’ve got over 100 flashlights and it’s crazy with some of the switching functions and ways to navigate are decided. Modlite is definitely my favorite. I’ve got 7 Modlite haha 3 on rifles and 4 handhelds and still needing more, such as the PL350 at least one for my G17 and one for my MR920. Also need a FDE HOG PLHv2 and more haha. By chance do you know if the PL350 will work with a holster that works with Surefire X300U or TLR-1 HL?

I have a Ray O Vac flashlight that only has 2 modes, on and off.
I’ve tried the 12 clicks and it doesn’t work for me
