I always thought the humans were the only ones to be in danger of turning zombie because human bloodlines were the only ones to become Nagaash’s vampires. If this is canon this would make vampire counts by far the most powerful faction. They could grave rob entire continents worth of battlefields that had nothing to do with them and create the largest armies ever.
In theory they can. To my understanding the only two things that hold them back are their own necromantic capabilities and (probably more so) the fact that without a proper leader most vampires are constantly scheming against each other and to move any meaningful force from their own holds would open them up to attacks from their rivals.
Any race can be raised as undead, just look up the old Cursed Company models, they had skeleton Lizardmen, Skaven, Orcs, Dwarves, and Elves. They are probably some of my favorite models and lore from Warhammer Fantasy.
It dose seem like a common sense feature. The vampire counts should be able to have units from all factions in a death form. Ofcourse to balance this, it should be capped when it comes to the bigger awesome units (like war mammoths) and the other more basic units should be lesser in quality.

Honestly, I prefer using the version of Neferata from the Nagash mod, as I just like that model more.
