Mike Vick was sent to prison under a brand new federal law (at the time). The law was written by a veterinarian in the US senate; a dog surgeon. The law makes transporting animals or animal fighting devices across state lines a federal crime. I worked in that senator's Capitol Hill office when it was passed and signed. Mike Vick was one of the very first people to be caught breaking that law and to be sentenced to prison for it. That's why he'd never seen anyone go to prison for dogfighting before. That's also why he went to Leavenworth, a federal penitentiary, and had to serve his full sentence.
In it's early form, the bill was actually about rooster fighting but it was expanded to include dogs and every other animal bred for fighting purposes after discussion. Had the term "cockfighting" not made a few senate staffers giggle, Mike Vick wouldn't have served Fed time.

"doing your time" just means you paid your debts to society. it doesnt automatically make you a good or better person. and considering recidivism rates are around 83%, most people who "do their time" reoffend and end up back in jail within 9 years... 50% will be back in jail within just 3 years. theres also degrees and levels to all of this. anyone who can ABUSE something living in the ways he did is seriously disturbed. he didnt just let them fight. bait dogs were chained up and torn apart limb from limb, and those who lost or needed to be punished were electrocuted, drowned, and hanged. prison doesnt fix that.

Appreciating Shannon approaching the questions from a place of understanding because he grew up in a similar environment. Though it’s no justification, and coming from a dog lover, it’s hard to judge the guy too harshly when he grew up seeing it as a child. All you people judging him didn’t grow up in that world so your judgment isn’t valid.

A report by a U.S. Department of Agriculture (USDA) investigator provided more details on the April 2007 killings, saying that the men hung approximately three dogs “by placing a nylon cord over a 2 X 4 that was nailed to two trees located next to the big shed. They also drowned approximately three dogs by putting the dogs’ heads in a five gallon bucket of water.” They killed one dog by “slamming it to the ground several times before it died, breaking the dog’s back or neck
