Yes, plastic glues don’t always work the best!
Would this work on my car's bumper?
Yes, as long as it’s a plastic bumper. There are some other videos out there on this type of repair!

This is what a used. They also have one at Harbor Freight but that one is a little less quality than the one in the link. I own both of them. And the HF one bent after use
