Looks like that belt was around 17 years old. Wow! I'd be curious what the mileage was on the Audi. I bet it was out of time before it broke. I've found the Timing Belts today are safe in most cases for 10 years or 80,000 miles. Again, as you pointed out...as long as the belt remains clean and free of oil and other elements. I also found that often the timing belts will stretch and jump time before they break. If the owner would recognize those symptoms (misfire, hard start, poor mileage & power) and then immediately act, a catastrophic result could be avoided.

Upon removing the head of our 1989 Honda Civic DX 1.5, I noticed that there was some slack in the timing belt tension. There was plenty of belt tension less than 20,000 miles ago when I installed a new water pump, belt, etc. How many miles later after a new belt is installed should the belt tension be inspected for belt stretch?

Usually you don’t recheck it once it’s set unless you had it incorrectly adjusted the first time. That generation Honda engine is good for 80,000 mile intervals

Please what are the symptoms for wear and tear of a timing belt before replacing?

Number one is age and regular maintenance. Make sure you keep records of when it was changed according to your specific vehicles manufactures recommendation. Number 2 is oil contamination, you never want oil on the timing belt. A jumped timing belt with give all kings of problems including misfires, no power, hard starting or no starting.
