don't be silly. lol.. it is assault. Here i the UK the law says its common assault. the lowest type as no skin broken or grazes. then it goes up the scale. It covers throwing things, including water, over people.. which is a violent act. you keep your hands to yourself at all times. It also covers spitting here. Biting for instance, but with Actual Bodily harm here. not sure how that relates to crime categories in the USA. I was spat in face once.. let me tell you.. its a terrible feeling to have someone disrespect you so badly.. same with say throwing a drink in someone's face.. yes. even water. its an act of someone being out of control, disrespectful and violence. Unless we punish the small things the bigger things get worse.
I guarantee that woman didn;t stand there calmly 'pouring' water over someone like she is trying to make out. she is minimising it. she wold have thrown it with angry force in reality.
