In competitive singles (which is 6 pokemon vs 6 pokemon but you can only have 1 out at a time) there are tiers based on usage. So the main tier is called OU. The tier below is called UU and allows all pokemon except those with 4.5% usage or higher in OU. The list then goes RU, then NU, then PU. The idea is to let as many pokemon be good in competitive as possible because there will hopefully be a tier where they are good at beating other pokemon of a similar power level. You can use pokemon from a lower tier (e.g. a NU pokemon in OU) but never from a higher tier. If a low tier pokemon gets used in a higher tier enough it will get promoted. There is also a tier above OU called Ubers which is where the broken pokemon go, usually legendaries. It works differently though because a pokemon only ends up in ubers if it is voted to be banned, regardless of usage
Also I'll add this is all part of an unofficial ruleset created by Pokemon fans in a group called "Smogon". Smogon is one of the oldest and most prolific competitive Pokemon formats despite its unofficial status. It even predates official Pokemon formats like VGC (which is Double Battle centric, compared to Smogon's Single Battle centric format). I'm a Smogon mainer myself, but I recommend you dabble in both Smogon and VGC, they're both great!

Can you break down what NU is for me? I'm newer to Pokemon, aside from the animes and cards.
