Filming didn't change from NYC to Tampa because it was cheaper. It was done because Travolta insisted and had it in his contract that it would be filmed there so he could conveniently fly one of his private jets to his home in the Ocala area - which is like a 15 minute flight from Tampa.
Thomas Jane also returned as Punisher for both de ps2 game and a robot chicken skit Im sure the main issue with bringing him back are that lionsgate still has the movie rights, wich for some reason they have despite not using them at all

I do see him playing a bigger role in this film, and some meet ups with Tyson and Roman would be cool to see with him, I believe he can play a bigger role then he did in the first 2 films, and actually help Sid defeat Roman, and instead of Mike I think Sidney and Randy would have married and had kids instead, so that the nerd can get a happy ending. I don't see him being in 4, and staying with him and Sid's kids, and by 5 I believe he'd come back at the end to avenge Dewey with Sidney and Gale.
