Nexus event is something that would lead to branched timeline that would result in a Kang existing other than He Who Remains, and Loki escaping was one of those events.

Some people are missing the point. This moment was always meant to happen, as Loki is beyond the barriers of Time. He "created" himself in the same way He Who Remains did. In fact, HWR orchestrated the whole thing as a way to perpetuate his reign over the multiverse. He just didn't expect Loki would ever outsmart him. TVA was always meant to intervene. The Time Stone was always green (at least in the MCU). Loki is the one who has been holding everything together all this time.
