How do you fix that "Panel/communicator" when there was a power outage and it keeps beeping constantly after like an hour, where do you reset it or fix this issue after a power outage?

ruckus. correct. o need for a fire watch assuming it's a known trouble that has been checked out aka dirty smoke detector, bad device etc.... Only time u need a fire watch is when u discharge aka drain a fire system

Use a multi meter to test (with no power on the circuit) continuity between positive and a good ground source such as a grounded electrical switch plate and then test continuity between negative and a good ground source as above mentioned. Once it is confirmed that a ground fault is really there currently then you should go mid-way of the circuit, usually at a device near middle and open the circuit. Test continuity again as mentioned above with the circuit separated and find what direction the ground fault is, either between middle of circuit and panel or between middle of circuit and end of circuit. Once this is found, half the circuit again between the middle of circuit and whichever direction you found the ground fault. Continue this process until you trace it down between devices or visually find it at a device. Replace everything you’ve taken apart and any circuitry you’ve opened and left opened, put every device back into its place and test the system, assuming the monitoring company is notified to be ignoring signals from the FACP your working on, if your FACP is monitored at all.

You check the voltage on the battery if it doesn't have the same voltage as marked on the battery, therefore it is effective battery
