Yes, this is indeed Windows 10. Hard to believe right? I mean, at first glance, you can't even tell that it's not Windows 8.1! Thanks to @mramayosken for this Windows mod!

In Windows 10 RTM, it is actually possible to bring back the Windows 8/8.1 start screen. However, it's quite broken.
