Not sure if it's 100% guaranteed, but, in that first trailer where you find Sully's journals there is a flat tool box besides the computer in which I usually find my first sniper rifle early in the game. The quarry is often on your way to USAF Satellite Station Olivia on that quest from Abernathy farm (''Returning the favor'') to get back hid daughter's locket. Especially if you pass through Concord first.

I wasn't at a high enough level to successfully finish this quest when I first discovered it, so moved on...147 levels later, I keep forgetting to return :p I cant figure out why this doesnt become available as a settlement after you return and clear out the Raiders. :( It wouldn't take much to build it up. Alternatively, you can do what I always do and not drain it as it's an easy source of loot that includes 3 guaranteed rolls of duct tape every couple of in game days.
