Can you be more of a phantom level of technology phase cuz it will be more overpowered for your economic development and military strength including precursor Herculean

Idk how many episode you've watched (spoiler alert lol) but I didn't go down the Runic path. I did acquire the Herculean in the final episode. The event for it appeared, and I researched all of the special projects, but I didn't have enough resources to build one if I remember correctly.
