It's interesting that an almost identical variation of this dish exists in every northern and central European country. In the former Soviet countries, this version is known as 'vinegret' (although apples are very rarely added, and it's dressed simply with oil), and there is also "сельдь под шубой" (literally "herring under a fur coat") which is herring with vinegret and mayonnaise (most often made as a layered salad).
Yeah there's definitely a lot of similarities, even here in the US I can find similar dishes in surprising places, like the Kosher supermarket for example.
Even here in Finland there are several different versions of this. Mine is just beets, carrots, some finely chopped onion (raw) and maybe some gherkin. Some people add potatoes, apple, even herring.
