Windows 11 is a mess, I've been having external drives about once every other month do this. If the drive shows up on another PC the fix is to go into Drive Properties > Security Tab > Edit and Remove all entries then Add the user account you wish to access from along with permissions you want to give. Effectively permissions gets corrupted (on stable PC's) and needs to be wiped and reinitiated. I'm amazed i can't find that anywhere online
