Of course Dumbledore wanted to have Harry raised by the Dursley's without Harry knowing of his fame so he would grow up humble (one of Harry's traits I personally admire him the most for). At this time Dumbledore had his fair share of experience of a younger Tom Riddle many decades before this and fame can do something with a young boy, especially if he has no frame of reference to a so called normal life.
I doubt if Dumbledore knew Harry would be so mistreated to the point of utter child neglect. It's the complete opposite of the spectrum and I wonder what Dumbledore would have done if he knew Harry would be raised this way.
I wonder if JKR already had an outline for Sirius Black's arc at this point.

The mention of Sirius Black and you saying how different it all might have been if Dumbledore had been there… however, it does make me question how easily Sirius gave Harry away, since he is the godfather and he did take that role really serious…
