Its because she and a fellow Light Cruiser were Upgraded with Advanced SG Radars, after suffering Hits and Damages, during the Pearl Harbor Attack. Have you also Wondered why she comments on SG Radar and Scanning Capabilities? As from what i Know its Because during the Battle of Cape Esperance, where there Was a Difficulty in Communication with the Task Force's Flagship/Commander, which led to mass confusion, misunderstanding, and misinterpretation, and the Heavy Losses the Task Force Recieved after the Night Attack, this also probably is the reason why she doubts her scanning abilities, maybe she believes that because of her inability to Relay information Properly to the Task Force Commander, the Task Force Suffered Heavy Losses because of her, which in reality is the Commanders fault (in a way) for not being knowledgable on Naval Comms or something like that. And lastly... Helena's High Firepower is probably from the Fact that durin a certain Battle she Let Loose alot of Shells on The Destroyer Akatsuki, when she opened up her searchlight (She let loose like 40 shells on the poor Destroyer), Helena also Assisted in Taking down Furry Taco (Furutaka) and Fubuki, and she occasionally has 1v1 Broadside Battles. And Finally... Her AA is probably based on how she Engaged Jap Aircraft, with her AA Guns, During one engagement, taking them all out of the skies, without a scratch(or maybe atleast Minor Damages). My current pair of vanguards are the Helena/Cleveland/Wichita fleet and my own Montpelier/Mogami-Kai/Saint Louis (PR) fleet. MGM+1 is the superior choice. Would you be up to doing any members of that latter fleet?
I am watching this video and had my Helena retrofitted with SG radar on her Aux. Now I'm laughing at the boss fights because of that Radar Scan Plus Evasion buff and 16 second activation time of the debuff.

Mostly because of their characteristic dialog and interaction both of them have and the general vibe i have when looking at them. I feel said OTP was born from two things: Cleveland being prone to being seen as anything but a girl (which is an insult considering how she feels about that) and the "Three Egyptian gods" Which had both as well as Wichita, which is a pretty sound USN line up; Cleveland's the solid pillar/front ship, Helena softens them up, and Wichita tears them apart (on top of having a more consistent FP buff). That being said I feel the EN localization ran with that more than JP/CN in game.
Almost at Saratoga and (more importantly) Tirpitz. I am looking forward to those two hehehe. I think Helena's low survivability might come from not only her skill in terms of balancing, but also because of her real life counterpart....and maybe some WoWs bias. *gets insta-killed by an AP salvo right in the citadel* I have to say though, Helena is just a tad bit too random for me to really use her and her just average FP and low survivability doesn't really make up for it. She has a cute skin however, I give her that.

As a note for the Saratoga video: Witch's Prank can light Enty on fire through Lucky E in PVP. I'm not sure if it bypasses other invincibility related skills but it does do damage to Enty.
You can do radar + repair. Radar gives a nice evasion boost and has a nice perk to it. If she's struggling to stay alive...double repair kit can help (+1000 HP).
Rate Yuudachi next. I need to know if the *POI* meme and my only random drop SR is worth the time. What's weird if that you get good timing, Helena pairs excellently with Erebus and her boss attack of a barrage. Both Helena and Erebus are effectively made of paper placed next to their peers, so watch out.
If you have Akagi and Kaga(doesn't matter which), use them as backliners and put ayaya instead leander. Amagi's buff is quite good when there is 4 IJN along with her.
Not gonna touch on Waifu aspects(Ie Personality and Looks)? K then... I find it very neat that all of her Skins so far actually does some character development on her. Her personality on her Banquet skin is a complete 180 from her base line. Gems well spent. And her Voice Lines for 100 Affinity... Melts my frail little heart every time.
I was told about her, and i'm like, where the booty at!!? I only kept her to look at her, who knew she was this good. Her and ranger should be friends since RNG seems to play a lot with the two of them.
