This episode introduces us to a kid who can only communicate through sign language, it's a very wholesome/unique experience that helps us understand that there are people out there who actually need help to talk to others by using special hand signs.

'Cat Squad' has been mentioned before (Muffin loves them), but yes they do seem analogous to Paw Patrol... Also, Australian Sign-Language is based on British Sign Language (BSL) rather than ASL. It apparently makes less use of finger-spelling so it might be more forgiving of characters having a non-standard number of digits...
Turtleboy is one of the EPs that Bluey doesn't appear, it's only Bingo, Bandit and the other 2 characters, the little one is deaf and his mum talks via Auslan or Australian Sign Language.
the amount of care that went into this episode with all the new hand gestures they had to do that didn't exist prior in the library + managing to fit sign language with only 4 fingers. episodes like this are testament of the love and dedication put in every episode of this show also iirc i had heard part of the background music of this episode was originally meant for Rain, yet they decided to make something different for that episode's music at the end and this got repurposed here in Turtleboy
