In the Steven Universe franchise the character Spinel has Stretch Powers as well, which goes well with her whole Rubber-Hose animated thing, she can extend, compress, expand, twist & warp her body in all sorts of ways, sizes & shapes, even without any battle experience she was able to give our heroes a challenge, plus when she used a Syth based weapon she was truly a force to be reconed with, Spinel was a good example of how Stretch powers can be used well in combat(and to have a good time with friends).
What I love about one piece’s live action is how they didn’t hold back with the bizarre parts of the one piece world at all. You’d imagine of all shows, the one that focuses around a goofy rubber man would be the hardest to adapt to live action, and that they’d try to make it too serious, but mans just ballooned up and it worked Same kind of thing for the den den mushi. They’re just straight up fugly snails and it’s charming
plastic man’s power isn’t really STRETCHING, it’s more of an ability to change his molecular structure to ANYTHING he wants, he can even increase his mass to become stronger and he’s damn near immortal, the only” weakness” he has is the temperature, if it’s too hot he melts if it’s too cold he freezes and you’re able to break him into small pieces, but it won’t last long because he’ll come back like nothing happened
I seriously remember all the One Peice fans fighting me tooth and nail saying they couldnt do Luffy's powers live action. It's a shame you didnt cover Parasyte Part 1 and 2 because they influenced how the OP crew animated his powers. Seriously, Parastye 1 and 2 perfected live action body stretching.

plastic man isn't made of rubber, he is comprised of a polymer substance closer to plastic and has full control over every atom of his body. he is unbelievably powerful. so much so when the justice league was a regime of ruthless "heroes" hunting down other heroes that didn't join them they wouldn't mess with plastic man even in a 6v1

One Piece didn't get the inspiration from all the other media, all the other media got inspiration from One Piece. They are all One Piece References. Live action just adapted all the same stuff that happened in anime and manga which came way before flash and other live action tv series/ movies

Kinda. There are a fair number of constraints and limitations, like it only seems feasible with his arms, and he's not quite as versatile as plastic man or Luffy. Speaking of which, I wouldn't be surprised if Horikoshi makes a Luffy inspired character.

What I find so funny is that almost all of these characters have practically the exact same powers but use them different because they're goofy and extremely dependant on creativity. Plastic man is one of the most powerful characters in all of dc when he actually gets serious and because all of these people are so similar they could all technically be much more powerful than they seem to be in their respective media. Honestly, i think half of those "inspirations" you listed from one piece were actually originally inspired BY one piece. Especially the bullet scene, thats one of the most iconic kind of shots from early one piece.
I remember from Teen Titans that there was a character named Madame Rouge, she also had stretchy powers along with the ability to shape shift into other people. Somehow she was even able to change her voice to sound like others as well. She's not well known but she's just as affective as other powerful characters.
The Krakens in the Dreamworks film Ruby Gillman Teenage Kraken also have stretch powers, which kind of makes sense seeing as how they are very octopus/squid-like in nature.
Who could have guessed that sticking to the source material, would turn out to be the secret to making a live action adaptation of an anime be a world wide hit. On a non-sarcastic note, it's the windup and momentum that really make stretchy powers work in animation and cgi IMO. Noodles was actually some of my favorite visuals, though not when he supersized his hand. It's the implication that it's gaining mass, yet he moves it with the same dexterity as if it had very little mass. I'm surprised Tom Hardy's Venom didn't make the list.
Luffy's attacks in the live action are definitley based on the things they look like because they probably used it as a base for their live action CGI, but in the anime, it is it's own thing, especially now in the gear 5.
I too was looking forward to seeing Luffys Gattling power more than any other move and yeah, they didn't disappoint AT ALL❤😊❤, it's also my favorite part of the show, I looped that part probably 10, if not more, times over lol... The trick to a proper adaptation is follow the source material and change little to nothing only adding to it's already greatness e.g The last of us series, one piece, House of the dragon etc. The fans fell in love with those materials because of what they are.
some changes can be for the better though and also some adaptations just dont work, and they may not be small ones that dont work either. The trick is definitely following source material but maybe putting a slightly different spin to it, if you just copy and paste things get boring. Like live action disney movies, at least for me.

If you do make a second video on this, might I suggest including Mommy Long Legs from Poppy Playtime Ch2. It's basically that universe's version of Stretch Armstrong. I love how they mix spider esque movements with stretchiness. It makes it super creepy looking
Incredibles 2 blew me away with Elastigirl. They opened my eyes to the power/versatility of stretch powers just like one piece anime did. Pixar/disneys very high quality has been standard for so long that it goes over ppls heads how incredible these scenes are.
