Season 4 goes mostly before season 7 of Buffy, actually. As towards the end of season 4 Willow shows up to get Faith which directly translates into Faith's appearance in Sunnydale during the early stages of s7.
Yes, Tales should be read after having read Fray and after #21 (at least) of Buffy season 8 as #21 is a very important one for the sake of one of the stories included in Tales. Tales is a must read, super good.
I'm thinking of doing a full on chronology video on all of this as it is easy to get lost in the comics and what order to read em. What can be considered canon etc. Should be fun. You sound like a fan, always nice to see a fellow Buffyverse fan out there.

it's apart of the reboot. It's to be read in this order:
Buffy #1-3
Angel #0
Buffy #4
Free comic book day 2019 Buffy "frenemies"
Angel #1-4
Buffy #5-7
Buffy: Chosen Ones (this is my placement but it can really be read anywhere as it doesn't relate directly to the mainline story)
Buffy #8
Buffy: Every Generation
Hellmouth #1-4
Angel #5-8
Buffy #9-13 (13 can be read earlier but not necessary)
Hellmouth #5

Well everyone's entitled to their opinion, personally I did not like the movie at all, and if that means I'm in agreement with a large number of people, I'm okay with that. I am always willing to consider change my opinion, however. So, if you ever make a video or write something explaining the merits of the movie, please do post a link here so I can watch/read it and see if it makes me reconsider. It has been a while since I watched it, after all, so I'd be willing to give it another try if someone convinces me it's worthwhile.
There's a reason they tend towards the same conclusion with these things.
