This harassment has to stop it's insane that the BBC thinks it's acceptable to do this. I'd be Interested to know exactly how much is being spent on these letters of harassment and sending out goons ? I have never informed the BBC that I no longer require a license and there is no legal obligation for me to do so and yet I regularly receive threatening letters. It's a little bit like stopping using my local supermarket and them threatening me with legal action for no longer giving them my custom ! It's madness.
I did the whole 'no licence exemption' palaver and six months later they sent me a letter stating THEY had cancelled my licence because I hadn't paid. So filling in their stupid forms made no difference whatsoever then they tried to put the blame on me. Utter joke.
I wrote to TV licensing in October 2020 to say I'd no longer be watching live TV programmes. They stopped taking direct debit payments but recently have written to me saying that I owe them money and must pay my debt. I've either been sent a template letter or they've mixed me up with somebody else. A card has also been put through my door by an enforcement officer. I'm not happy about all this as I've genuinely watched no live programmes or iPlayer all this time. Not even live programmes on Prime video.
The problem with doing the NLN, is that it keeps you on their mailing list, under your actual name. Without an NLN, you became "the occupier", after about 6 months.
You do not need to give them your name on the web site NLN form. If you leave it blank it will still go through, An email is needed ,but you can make one up if you want. This will tell them you do not need a licence, another one for their statistics. The more people tell them the address does not need a licence they will see that there services are not required. Otherwise the address goes down in the box for licence evasion. They did have my name once upon a time but I rang them up and told them I was emigrating and did not need one.
I've had alsorts occupier legal occupier, my actual name and the occupier and a few others I think it is what ever the flavour of the month is. But they still get ignored still door shut in their face. Loving it
its about fiddling the stats - moving people to "unlicensed" reduces the number of people reported as refusing to pay the TV license whilst simultaneously increasing the number of estimated evaders.
Makes sense, it's better for them to have people registered as unregistered for when their contract with the government ends in 5 years so they can push for it being a new tax instead of having figures showing people don't want to do business with them
I've been declaring now for about 15-17 years every 2 years I get a reminder e-mail! I declare again & I've never had any postal mail or e-mail or someone at the door in all that time! I only declare because I did have a license for 2 years when kids were younger so they already know my name

I agree wholeheartedly GREAVESY. Their assumptions are utterly ridiculous and as you say, why are you always being expected to prove a negative? They really prefer to ignore even NLN declarations, won't take your word for it (if you were stupid enough to engage with them on a doorstep visit) and don't seem somehow to grasp that with modern technology thousands now do NOT and CHOOSE not to need one, by their rules.

Got a letter from them yesterday that just said the occupier. It didn't have my name on it even though I've done the NLN thing for the last 8 years at this address. They have my name and my email address as I deleted the last email they sent a few months back asking if I had a TV yet. They used to send a letter every year, then it went to an email every two years. I have never had a TV licence in over 30 years.
Send me as many letters as they like they'll all end up in the bin. I've lived at this address for over 25 years and previously held a licence but when I stopped paying they sent a couple of letters in my name and then after the first couple they then reverted to the present occupier, So you don't need to move to stop having contact with the Gestapo TV.
Have never had a licence as i dont need 1. I just ignore the letters and only ever had 1 attempt of a visit, conversation got as far as him asking me to confirm my details at the door, me asking who he was and why he was there, him keeping asking me to confirm my details saying i MAY be commiting an offence, me again asking who he was and why he was at my door. You do right Jon. Don't let them know who you are when you move. You'll still get letters, but as you know they'll be addressed to the 'Legal Occupier', so that'll be fun. I have to say, that in my experience they tend to forget who you are anyway after 2 years. I may have fallen through the cracks though.
I did the no license needed and it was even back dated and I got a partial refund for the already paid license, never had any issues or anyone knocking on my door, maybe I was just lucky.
My experience is that if they do have your name and you.just don’t reply to the letters, they start sending them to the occupier instead after a number of letters anyway.

About ten years ago when i moved into my current address, within 2 weeks of moving in a tv licence goon knocked on my door. I told the goon i didnt need a licence because i dont have a tv, he then asked if he could come inside my house and quickly check so i said no problem and let him in. After checking my property the goon said "thats great i can pop you down as no licence needed" and he left. A couple months later i get another knock on the door from another goon so this is what i told him.. "i still dont need a licence and while you are here i'd like to remove your implied right of access because you have been inside my house already and ive shown you i dont need a licence and dont have any intention of needing one in future" The goon said he'd make a note of it and a few weeks later i got a letter saying tv licence will no longer send anymore correspondence letters or goons to my door unless i contact them and let them know if i need a licence. Ive never heard anything from them since.
Jon you don’t need to give your details when doing a No Licence Needed Exemption. Your name can be left blank. You only have to give them an email address - this should be an an anonymous email address or alias that doesn’t contain your name. It’s easy to create an additional email address or alias in most existing email accounts, or you can just sign up for a free one. If you’re an Apple user you can generate an alias with the Hide My Email feature built into the operating system. I’ve done No Licence Needed Exemptions successfully many times now for myself and family members for years, and it’s still worth doing, because it normally stops all contact for up to 2 years.
But it doesn't stop all contact for 2 years as so many of us have pointed out time and again, after doing these declarations. It only took 2 months for my first letter a few years ago and it somehow gives them the 'right' to still contact you later. Not thanks.

I haven't told them I moved, but do feel left out as haven't had a green letter yet and it's one of my fav colours. 😂. My cat is the occupier and just never opens and reads them anyway 😹.
Had one of these letters last month because my two years were almost up. I went to their website to have a look at the online NLN form and you don't have to provide your name. It asks a few questions to establish if you need a licence or not then you make your declaration. You just need to provide the address and an email address so they can send you a comfirmation. I too will be moving in 10 days time and may not bother at the new address, not sure yet but as you needn't give your name I may just to avoid the letters.
Be careful how you do the declaration online, because I thought I was clicking the right option before and I got a this address doesn't have a licence because I used ticked "No" to anyone living here, which made me fill in a different from to state what date it would be unoccupied, etc. Because it ends up you getting a red letter. So, I made sure to click "Yes" to someone living there then I declared the reason I don't need the bastard! Job done!
I filled in the form online a couple of years ago. The only communication since was 1 email at the time to confirm and then another email once a year to reconfirm. That's it. If you don't need a TV License fill out the form. You can't sit there and complain about them hassling you about not paying for a tv license when you don't use the means provided to tell them you don't need one. It's just getting a bit silly at that point.
Oh! Here is a gap in the logic: for the statement "if I have moved, why are they sending it to my old address?" it's because if you have moved out of the old address, someone new will have moved into that old address. So, they're still contacting a person who has moved.
Write Online I do not need a licence - did mean that they could then lawfully enter your house to make sure - After a few of there letters I sent them a letter that anymore letters arriving - I would be taking them to count for defamation of character that was the top man at bbc some 20 years ago plus - All letters stopped
I wonder what would happen if every single one of these threatening letters was simply returned "Return To Sender" without being opened? Or perhaps open it, put the contents in a new envelope, address it and post without a stamp. Would Capita realize the letters are pointless and stop sending them? Would Capita incur costs? Would the Post Office complain about the expense the returns are causing them? Perhaps this would be a useful tool in our fight against the TV License. Maybe everyone who receives Capita letters to "The Legal Occupier" should adopt this policy? Or would it have ramifications I have not foreseen?
Both my wife and I have decided that we will be cancelling our license as we do not watch any live TV. Occasionally we watch I player but have decided we can live without it and delete the app as we watch other streaming services. We currently pay direct debit which comes out on the 22nd of each month. If we declare to cancel. Do we have a license covering us effectively until the 22nd when the next direct debit comes out? @@buckcherryfan1000 When my father died last year the yearly direct debit had only just been taken from his account, leaving the current licence 11 months still to run. TVL were informed the DD had been cancelled. Within 2 weeks my mother started getting the threatening letters addressed to the occupier. She phoned TVL and they confirmed the property was licenced for another 10 months and told them she would not be paying for a new licence until the current one expired. Despite this the letters continued to arrive with increasing threat. I'm guessing Capita were fishing for details of who was going to pay for the next licence or, more likely, trying to get her to buy an unnecessary licence.
The online "No Licence Required" does not work! I completed it when i cancelled my licence and thet totaly ignored it. I then got the infamous 10 Warning letter. so i phoned them and then they accepted my declaration which they confirmed in writing with a threat that may still visit me to ensure i was not watching live tv or BBC iplayer. These people just never let go, roll on 2027 when i hope they all get their p45's🤨
May be a cool idea showing people if they do follow the NOTV declaration online what to tick ( it feels like a trick the options they give) _ I simply ticked them all, my elderly father who I've setup with Amazon & Netflix, he got very confused by the tick box about Amazon Prime/Now TV section. I pointed out its the term "LIVE" in each of those options, the clever buggers word it so it looks like yoou have to pay if you watch those channels (giving examples). - You may have done a video about this, to be honest I got lost in a world of those letters and couldnt find a video on "HOw to Fill in your NOTV declaration " This maybe a winnig video to help the people out there, I beleive if you leave one of those boxes unticked they will come at you with a bill. - I maybe wrong in this information (if so please delete my comment I dont want to lead people astray), I in the end didnt fill in the declaration (afters hearing your advice in another video).
Do you not read the comments. Fill in the web form when you move. YOU DO NOT NEED TO TELL THEM YOUR NAME. The form will be accepted without a name. Only an address and an email. Make one up they don't check. The address will be on their data base as no licence needed for two years. No letters no visits. for two years. I have been doing this for thirty years at one address. The letters start after two years to the occupier. I go on an fill in the form again. Another two years hassle free.

I filled out the online exemption for my address, my partner was paying for it so cancelled, I get letter saying i need 2 renew in 2yr, my partner gets a warning letter for cancelling? We live at same address, ty for this information, I grudged the TV licence Considering I only use TV for gaming

Here's an idea, that will cost Crapita lots of money. Every letter you receive , Obliterate the name & address with a marker pen, the write on it RTS to CAPITA (post office speak for return to sender ) then add stupid reasons, such as "Executed by firig squad " "Abducted by Aliens " "Moved to Mars by E. Musk" "Emigrated to Algebraic Arithmetic " and so on- just to show them we are laughing at them. If enough people do it, it may have an effect, you will not be breaking any laws, as long as the excuse is not offensive , libelous or otherwise illegal - it needs to be extremely absurd and completely irrelevant to be humourous and ultimately funny!
If you send anything to TVL, you're engaging with them and that's what they want. Put all letters in the bin, do not engage with them, it's the best way of frustrating them.
Disagree I movied in last May and had a letter a month 5 all together till I went online and told them ...there's a list of why you don'ts and mine was gaming and on demand got a letter one week later, at the bottom it looks like the old Driving licence in green, got an email saying do the same again in two years, had no letter or visits ... if you want them at your door and letters you have to pick up and bin leave it.. but I got fedup doing that and did the online thing, Worked for me!!
3 letters came to her house after my mother died & I informed them of this. I wrote, in red, on the outside of the 3rd. that I had told them she had died and sent it back to them. Heard nothing more.

I HAVE HAD MY 3RD LETER THIS YEAR THIS MORNING. (2022) ITS ONLY 13,3,2022. HOW IS THIS NOT HARASMENT BY TV LICENCING?
They do it on the edge of the law and know unless you are prepared to take it to court spent £50 k on the court case they are safe

On the NLN form it states that they may visit you to confirm that you don't need a licence, I'd call that contact.

Had one of these letters last month because my two years were almost up. I went to their website to have a look at the online NLN form and you don't have to provide your name. It asks a few questions to establish if you need a licence or not then you make your declaration. You just need to provide the address and an email address so they can send you a comfirmation. I too will be moving in 10 days time and may not bother at the new address, not sure yet but as you needn't give your name I may just to avoid the letters.
I refuse to tell them ..it makes me happy they keep sending us letters and even now have seemed to have forgotten who i am lol

Yes don't do it. If enough of us don't do the exeption they'll have millions more addresses to waste their time and money sending letters to.
Be careful how you do the declaration online, because I thought I was clicking the right option before and I got a this address doesn't have a licence because I used ticked "No" to anyone living here, which made me fill in a different from to state what date it would be unoccupied, etc. Because it ends up you getting a red letter.
So, I made sure to click "Yes" to someone living there then I declared the reason I don't need the bastard! Job done!
I filled in the form online a couple of years ago. The only communication since was 1 email at the time to confirm and then another email once a year to reconfirm. That's it.
If you don't need a TV License fill out the form. You can't sit there and complain about them hassling you about not paying for a tv license when you don't use the means provided to tell them you don't need one.
It's just getting a bit silly at that point.
Their website states you need a License even if you watch Amazon Prime, RUclips, etc, etc...... So what can you watch without a License.....?? 🤷🏼♂️

Oh! Here is a gap in the logic: for the statement "if I have moved, why are they sending it to my old address?" it's because if you have moved out of the old address, someone new will have moved into that old address. So, they're still contacting a person who has moved.

Write Online I do not need a licence - did mean that they could then lawfully enter your house to make sure - After a few of there letters I sent them a letter that anymore letters arriving - I would be taking them to count for defamation of character that was the top man at bbc some 20 years ago plus - All letters stopped
Yep you can ask them to stop sending letters and in some cases they do.
Do they persist because they can't give you serious grief without having a name to go with an address?
I wonder what would happen if every single one of these threatening letters was simply returned "Return To Sender" without being opened? Or perhaps open it, put the contents in a new envelope, address it and post without a stamp.
Would Capita realize the letters are pointless and stop sending them?
Would Capita incur costs?
Would the Post Office complain about the expense the returns are causing them?
Perhaps this would be a useful tool in our fight against the TV License. Maybe everyone who receives Capita letters to "The Legal Occupier" should adopt this policy?

You can make your NLN declaration with a fake name. But your just confirming for them that the address is occupied.

Both my wife and I have decided that we will be cancelling our license as we do not watch any live TV. Occasionally we watch I player but have decided we can live without it and delete the app as we watch other streaming services. We currently pay direct debit which comes out on the 22nd of each month. If we declare to cancel. Do we have a license covering us effectively until the 22nd when the next direct debit comes out? @@buckcherryfan1000 When my father died last year the yearly direct debit had only just been taken from his account, leaving the current licence 11 months still to run. TVL were informed the DD had been cancelled. Within 2 weeks my mother started getting the threatening letters addressed to the occupier. She phoned TVL and they confirmed the property was licenced for another 10 months and told them she would not be paying for a new licence until the current one expired. Despite this the letters continued to arrive with increasing threat. I'm guessing Capita were fishing for details of who was going to pay for the next licence or, more likely, trying to get her to buy an unnecessary licence.

These are just phising letters, all they want are your details so they can send red letters to a person rather than the occupier

I completed it when i cancelled my licence and thet totaly ignored it.
I then got the infamous 10 Warning letter. so i phoned them and then they
accepted my declaration which they confirmed in writing with a threat that may still
visit me to ensure i was not watching live tv or BBC iplayer.
These people just never let go, roll on 2027 when i hope they all get their p45's🤨
Stay strong don't worry about the letters and if you get a visit TV volume down and answer door no thanks and shut door easy ☺️
May be a cool idea showing people if they do follow the NOTV declaration online what to tick ( it feels like a trick the options they give) _ I simply ticked them all, my elderly father who I've setup with Amazon & Netflix, he got very confused by the tick box about Amazon Prime/Now TV section. I pointed out its the term "LIVE" in each of those options, the clever buggers word it so it looks like yoou have to pay if you watch those channels (giving examples). - You may have done a video about this, to be honest I got lost in a world of those letters and couldnt find a video on "HOw to Fill in your NOTV declaration " This maybe a winnig video to help the people out there, I beleive if you leave one of those boxes unticked they will come at you with a bill. - I maybe wrong in this information (if so please delete my comment I dont want to lead people astray), I in the end didnt fill in the declaration (afters hearing your advice in another video).

You should just send them a message/email letting them know you moved out but not telling where your moving to.

Do you not read the comments. Fill in the web form when you move. YOU DO NOT NEED TO TELL THEM YOUR NAME. The form will be accepted without a name. Only an address and an email. Make one up they don't check. The address will be on their data base as no licence needed for two years. No letters no visits. for two years. I have been doing this for thirty years at one address. The letters start after two years to the occupier. I go on an fill in the form again. Another two years hassle free.

Just got this letter....but I moved in less than a year ago and its supposed to be 2 years...so not sure why i'm getting this letter. Don't really want to respond to them.

well i paid for a tv licence for years then last April i canceled i got 2 letters and 1 email addressed to me personally with the usual rubbish ignored and shredded and my last letter just 2 weeks ago was addressed to the occupier so in the space of a few months they have forgotten who i am i am hurt pull your socks up tvl i paid thousands over the years how can you forget me so soon lol and no i didn't tell them i didn't need a licence as they still say they will send the boys round to duff me up so what would be the point i sent 1 email to inform them the direct debit was cancelled and i no longer require them that is all they got and that is all they get
why do people even bother to open these letters ? i used to put them straight in the trash with all the other junk mail. in the uk people get far too much mail.
All the letters that come…. Return to sender, just like all other unsolicited junk mail? Or keep? Or put in recycling?
When I use to get junk mail ie credit card loans etc I would swap the letter's and using the pre paid envilop and send them off 😂😁😜
Send Yer letters in bulk to your MP and complain after all in 2027 he/she will be doing the debating and voting on it

I have already done the NLN thing online, I even got a 90 quid refund.....should have been more, but better than a kick up the wotsit. But I will not be sending any more letters back to them, they can buzz off. I have no contract with them
Here's an idea, that will cost Crapita lots of money. Every letter you receive , Obliterate the name & address with a marker pen, the write on it RTS to CAPITA (post office speak for return to sender ) then add stupid reasons, such as "Executed by firig squad " "Abducted by Aliens " "Moved to Mars by E. Musk" "Emigrated to Algebraic Arithmetic " and so on- just to show them we are laughing at them. If enough people do it, it may have an effect, you will not be breaking any laws, as long as the excuse is not offensive , libelous or otherwise illegal - it needs to be extremely absurd and completely irrelevant to be humourous and ultimately funny!

If you send anything to TVL, you're engaging with them and that's what they want. Put all letters in the bin, do not engage with them, it's the best way of frustrating them.
Disagree I movied in last May and had a letter a month 5 all together till I went online and told them ...there's a list of why you don'ts and mine was gaming and on demand got a letter one week later, at the bottom it looks like the old Driving licence in green, got an email saying do the same again in two years, had no letter or visits ... if you want them at your door and letters you have to pick up and bin leave it.. but I got fedup doing that and did the online thing, Worked for me!!

3 letters came to her house after my mother died & I informed them of this.
I wrote, in red, on the outside of the 3rd. that I had told them she had died and sent it back to them.
