He's a tier below superstar. Superstars must at least have a Championship or a memorable deep playoff run. Right now, Luka/Giannis/LeBron/KD/Steph/Tatum are in that echelon. Haliburton is for sure a franchise cornerstone, nonetheless. His time may come, but I'm not necessarily expecting it. In theory, I'd think of him as a high end complimentary player on a Championship caliber team, not the engine (Number One option) on a Championship caliber team.

I wouldn't say he's the best point guard in the NBA right now because there are Curry and Luka there.
