Unless there’s a minimum posted speed, she cannot demand ID. She is allowed to ask, but there is nothing wrong with traveling below the posted limit, especially when you are following someone who is having engine problems. She basically violated the Fourth Amendment except that you gave her your information willingly. Just my RUclips lawyer opinion.
