Not, New Romantic were bands formed in the beginings of the 80s, Spandau Ballet, Duran Duran, Adam Ant. This kind of Music was knew as Gothic music or Dark wave.
At most the similarities are from the production stage, but other than that, it really doesn't resemble either New Romantic or Italo Disco. Entirely different ethos.
