The report contains a recommendation that all military officers who had occupied political positions in the past should be retired from the military. President Sheu Shagagri ignored the report. Those recommended for retirement include General Mohammadu Buhari, General Tunde Idiagbon, General Ibrahim Babangida, and General Sanni Abacha. President Sheu Shagari complained that most of the senior officers recommended for compulsory retirement are Hausa/Fulani. It was the same people that later destroyed the Second Republic and our economy through coups d'état.
