The reason the unmarked mini van got out of the way is because it’s hard for the public to see or notice a vehicle like that clearing a intersection at 50+ mph. Marked units will always take the lead most of the time since their vehicles are equipped with more bright emergency lights on the side front top and rear of the vehicle compared to a undercover mini van with two dash lights in the front and back window only.

I can't count how many times I have been told " I'm sorry" by someone that I have arrested in similar situations.
My question was " Are you sorry for what you did ? Or, are you sorry for getting caught "
It always got me a slack jawed, blank stare.
The most typical response I would get, after a 20 mile pursuit with speeds reaching triple digits, followed by a foot pursuit was, “Why were you pulling me over?” I’d say “Dude, that’s the least of your problems right now.”
