those tiles you tired to build off your generator room was Invalid to place because the workers had no PATH to open them up, Move the incinerator so they can get past. (I put a small Gen room with just a incinerator near entrance since a lot bodies build up there)
Your power room couldn't be expanded because that wall is entirely blocked off with equipment. It would be impossible for the minions to even get over there. You can't block parts of the room completely off. You just need to widen it a tiny bit or move your equipment out of the way.

Do not put Labs, Generators, Command centers near the entrance where the investigators arrive first, it tips them off, plus they can sabotage them, Best t have no suspicious stuff like Food, Barracks etc, I like the Armory with guards near entrance so there ready to stop Investigators

The reason the tiles were invalid was because your workers couldn't get past the incinerator and generators to work on the excavation area.
You can not expand electrical room because the generators are blocking the area of effect, i think
