The building with the broken stain glass may have been a holding unit for bodies who passed away in the cold of Winter and is now repurposed. Hoping it's a restoration project though.

The large symbol at the lady's graves is for members of the Rebekah Lodge, the female branch of the Odd Fellows. The symbol for the Rebekah's usually include the three link chain, standing for Friendship, Love, and Truth. It also shows the dove, the beehive, the moon and seven stars, and the lily. Also the tall flag pole at the memorial to the soldiers and sailors is a replica of a ship's mast. That explains the height.

The mystery building could have been a simple tool shed, to possibly even a guard station for cemetery security at one point for a night watchman to have a place to rest for a bag lunch or shelter in inclement weather. If it were larger, I would even say it was a house where a caretaker for the cemetery resided.

Since they couldn't do burials in winter they would hold the bodies over and use the chapel for a small service in the spring ., Keep Safe ❤Keep Well ❤
There was not a family name on the "mystery" mausoleum. I do not see the cemetery building an expensive structure like that to merely use it as a storage shed. It could be that the family who built it, for whatever reason, never used it. Over the course of many decades the cemetery staff began to store equipment in it. An interesting puzzle.

It is probably a receiving vault. The caskets were stored there in the winter because the ground was too frozen to dig.
