If this is the case where the govt. is to distribute the food grains on half yearly basis, perhaps the lines are to go more exhaustive. Say a rendezvous of demonetisation times. A.))At present India is facing jobless growth. Labour laws were outdated in India. Definition of formal and informal sector is not clear itself. So organised and unorganised sector's labour/employees facing problems due to outdated labour laws. Around 56 % of Indian population is involved in agriculture but giving only 17 to 18% of its contribution in GDP Overcoming from the problems of labours involved in formal/informal sectors the Union Cabinet has cleared the occupational safety, health and working conditions code and code on wages bill. The code on wages bill seeking to include more worker coming under the purview of minimum wages and proposes a statutory national minimum wage for different geographical regions of the country , to ensure that state not fix minimum wages below these set by the centre. The code on labour safety and working conditions include regular and mandatory medical examinations for workers, issuing of appointment letters and framing of rules on women involving in night shifts Code on Industrial Relations and the code on social security pending in parliament. The code on Industrial Relations is related to the relationship between employer and employee. Code on social security gives the importance of protection of individual's social identity. These codes should be discussed well in the parliament before approval. Simplification and consolidation of labour laws apart , the government must focus on the issue of job creation. It is not enough to just define different concepts simply and uniformly but collect the required data to ensure that the new labour codes applied properly and cover all the intended beneficiaries. This would require developing a new mechanism to ensure that the intended benefits reach all workers. The present database is highly insufficient even for formal ssector,so Centre need a good implementation level approach to do reforms in labour laws.
