Pennywise does indeed have cosmic rules it has to follow, whenever it shapeshifts it must abide by the rules of whatever form it takes (example: if it turns into a piece of paper and you light that paper on fire then it will burn)

Batman can also seek assistance from either Green Lantern or Daredevil in case the clown taps into Batman's death of his parents and / or Robin.
Daredevil would be interesting, or really blind people in general. Only thing I can think of is Pennywise would make their fear of disorientation heightened

@@metalahhhhhhhhhhhhtrue but also it is a telepath. Dare devil wouldn't know when the psychic attack starts or end since his sense too would ve in the illusion. I don't know how IT compares to the hand but not even daredevil could fight off his bloodlust when they possessed him and show his fears.
If what you said about Pennywise's geographic containment is true, since Pennywise becomes powerless if it leaves Derry, Maine. Ensnaring It and dragging It out of Derry, could deprive the entity of its otherwise cosmic power, this could in turn beholden the creature to a host of new weaknesses which we could then proceed to exploit. This act of denying Pennywise access to the source of it's power could prove to be the key to making the contingency plan all the more effective, particularly if the fear gas proves to be ineffective against Pennywise when It is within the area of Derry Maine.
I dunno, I've heard a theory that IT sometimes leaves Derry for unknown reasons.
Batman could at least recruit Superman to help him, banish him into the phantom zone where he cannot escape .
Or hell, even contact Lobo. Bullying and mockery are also a part of The Main Man's arsenal.

As a primordial myself from outside of the macroverse, I can confirm to my knowledge , “It” is actually a low ranking eldritch and Cthulhu is a high mid level Eldritch. Pennywise’s weakness is compensated by mind control, fear, and illusions. There aren’t really any “cosmic rules” as to why Pennywise can’t leave Derry. He just prefers to live there, and he just doesn’t want to leave. low entities such as himself are significantly weakened by Earth’s air. Unlike other planets teeming with stronger entities, Earth is flawed. It’s the Earth’s air that weakened Pennywise’s true power. In the grand scheme of primordials, Pennywise only a bug whereas Cthulhu is a greater threat.

Depending on the version of batman penny-wise could use the death of his parents to his advantage, it's a huge misconception that penny-wise lost to insults but he actually lost because everyone had let go of their past and wasn't afraid of him anymore

I mean batman has overcome scarecrow's fear toxin many times, if a group of kids can beat Pennywise, I'm sure Batman is good to go 😂. It's going to be light work for him.
It greatly depends on which version of Batman we're talking about. Most versions do fall to it somewhat but are able to fight through it. Some versions are straight up immune to it or are barely phased by it.

This. This is why I love Batman the most out of the DC Universe. His systematic dissection of threats is what I wish was used against more cosmic horrors. Don't get me wrong, I like horror films, especially that of the unknown, but I also wish we could see more films/video games where you can exploit rules by which an entity is bound. Like some of the Love craft horrors whom are still subject to their own particular laws.

@w1ndgeneral226 I mean, Batman has on several occasions overcome Scarecrows fear toxins and has fought against super natural opponents before so at best, Pennywise would momentarily startle Batman but any attempt to fill him with dread and feat would backfire on Pennywise. Batman's got this.

He’d have my pity if he didn’t destroy an entire planet after stealing the body of one of its elders (who was also the dad of The Doctor’s newest companion at the time), partner with the Autons to spread death traps disguised as plastic flowers to kill people, try to hack into the Eye of Harmony in the Doctor Who Movie (this also involved him stealing another unlucky bystander’s body), everything he did in the Vote Saxton arc, revive the dead as Cybermen before sending them on a rampage in the land of the living, and killed a random passerby, followed up with a spiel about how they had a family, just so the world would know how evil this piece of work was.
I guess if The Master gets a video, Batman has his work cut out for him…
Further training with green lantern maybe required in order to boosten batmans will, since pennywise can still mess with adults, it just prefers kids. More experience with scarecrows fear toxin should help build resistance against its fear manipulation.
