It's a quite complex law but some beaches are fully public (93 beaches in total on the Island) and some beaches in front of private properties are reserved above the high water mark to the owners (tenants as it's mainly leasehold property) of the said properties. The beach is public till the high water mark; which means you can walk on the beach (within the high water mark) or even swim in the sea.
