It's because the scale and sizer of character's splash art differs heavily between units. Some characters like Bronya require far more zooming in, which in turn results in increased pixelation. Others, like Bailu don't really require zooming in as much, which is why her portrait appears clearer.

Another explanation might be that the commisioned artist simply sent the finished product and nothing else. I'm not too sure myself. We see the same issue in other gachas like Arknights, where operators with large splash art sprites appear more pixelated from the operator selection screen. It could also be that they want to save on storage, since the game is first and foremost made for mobile devices, which aren't exactly known for their limitless storage capacities.
the png are all zoomed in to fit the frame size. everyone has a pretty detailed background and big splash art compared to Bailu. so when you try to zoom into their faces, the image would be pixelated resulting lower quality image. if you see each characters splash art and compare it with Bailu's, you'll see that the character drawn are usually smaller than how they draw Bailu. if you look at it yourself, you'll understand what i mean
She might have been made later down the line compared to the rest, also she's bigger in her portrait compared to everyone else. Everyone else's portrait is huge so they have to be zoomed in more to fit the frame.
such a difference could mean that bailu has a different release time compared to the rest: either she would have been a limited 5*, or she joined the standard banner in the CBT late?
I can always come up with some excuse for these types of things but I honestly cant come up with one for this. My guess is that they upped the overall quality of character arts and Bailu was the last one to get added so she has the higher quality art while the rest doesnt. Honestly it doesnt really matter that much since character art is the part of a character we see the least.
@@Crowned_Hearts if you check the bg and match it to where their head in splash art, it matches. Their pose is the same too. Bailu is higher quality because she occupy a large part of her splash art, and therefore no need to zoom in. Zooming in causes quality to diminish

When I look at the character details all the characters images are low quality until I switch to the lightcone tab (in battle)
