In my case, I am married to my partner and we were not related before marriage.
You would answer "Yes" to this question as you are related to your partner by marriage.

I got visa 1st time in 2020 for 5months (15march2021) and my husband again applied for visa extension on 12 march 2021 but i got visa refusal in june 2021 and my husband again got his visa 9th april 2022.
