I don’t think it’s budget. I think it’s time. Super was started with a hectic schedule where they finished episodes only weeks before airing. You can’t do much with a schedule that tight. By the time the ToP came, they were able to animate a lot more ahead of time.

Vegeta has always been a calculating fighter, prefering to analyze and pinpoint when to best unleash his naturally high raw power. The power of destruction, or Ultra Ego, as Vegeta has named it, is an all-encompassing ability. Everything is destroyed in the end, and Vegeta has begun learning to use that infinite power. However, he can't use that power in an effective capacity without transformation. It requires full focus on destruction, unhindered by any burdens or attachments. That line by Vegeta is one of the absolute worst things he has ever said in the series because its absolute nonsense. Its exactly like the line Whis used when he said if Goku and Vegeta worked together they would beat Beerus even though this isn't the case in the anime whatsoever. Vegeta saying Jiren wasn't ridiculously more powerful than them is dumb because first of all the T.O.P was ARCS ago. Not once does Moro, Granola, Gas, Black Frieza get mentioned. But more importantly Goku got several zenkai boosts throughout the T.O.P. Which made his get significantly stronger to even try to match Jiren but Jiren was stronger than Kaioken x20 Blue Goku, Blue Evolution Vegeta, Android 17 and Golden Frieza and they couldn't scratch him. They couldn't believe just how much stronger Jiren was than the other characters. Jiren only showcased his max power when he fought Ultra Instinct Omen based on a guide. So no that statement Vegeta made is absolute trash and makes no sense in the series whatsoever.
