Brees, Hebert, Brooks, Manning would be my top guys, One that looked promising, but was screwed over was Jeff Blake. Brooks came in after Blake's foot injury 11 games in, but Blake looked very good. This was the playoff win season FWIW. Blake was 7-4, Brooks 3-2.
Archie Manning was on one of the worst teams of all time, he had zero help. Brooks was actually around a talented team. I've already said, he isn't as bad as many Saints fans make him out to be. But you said he's better than what Brees was. Brooks stats: Not once did he reach 60% comp. Not once did he have a QBR of 90 or above TD 123 INT 92 SCK 235 (holding on to ball too long) FUM 64 FUM LOST 26 He was decent, but middle of the pack. Now, look up Brees stats and accomplishments.
