When we study languages in college, a lot of them switch words for past/present/future tenses/questions. We don't have any special tense for questions in English, so we just ask them in proper tense. I.E "have you brought/are you bringing?" Languages that do have a special tense for questions can sometimes change the entire sentence structure or entire words rather than small bits at the end. Tenses involving questions are called "interrogative" in nearly all the textbooks that translate a language into english. He most likely was hoping the dude would at least remember the word interrogative from studying. If he recognized it from textbooks he should have been able to understand was asking a question from there. Unfortunately it seemed like he was non-proficient in both listening AND understanding.

Have had similar things happening with many foreigners, but honestly always struggle the most with people from Asia, as their languages are so different. Even if a dude switches to German or Spanish, I can often follow, among the 4 - 6 languages I do speak to varying degrees.

Sadly not, there was a near miss in Costa Rica this year with the controller and pilots speaking Spanish and it almost caused an incident with an American crew that was told they were clear while another flight was landing in the run way. I think Mentor Pilot covered it.
"Who is going first", do you expect everyone to be as brutal as possible and then you get 20 pilots to yell "ME !" back at ATC ? I would also answer that with 'Uh...' When on the ground, it is not the pilot of any plane that is in control of traffic on the airport, it is the TOWER.
@Jila_Tana there is clearly more context behind that radio call. The tower was addressing that single plane on that call. Tower was clearly in control there. Not sure how you saw it. Watch it again maybe until it makes sense 🤷♂️

I mean not that scary. English is required for international pilots and all ATC and miscommunications can happen just like in any job, especially over a staticy radio, most of the time pilots and ATC both will repeat themselves or ask each other to repeat to be extra clear.

The first guy just needed to be told “hold your position” until they know that the gate is good to go and the other guy with the “uhhh” response was confused as to what to say bc it’s not his job to determine who goes first. That’s the controllers job.
I agree. You're dealing with English as second language. Needs clear commands, like when he finally said hold your position. That should be the first thing said. Second thing to say is, wait for clearance. KISS. Also, some commenters said controller knew air china was not cleared, in which case this was a rhetorical question. Ie, have you been cleared? No. Then why are you moving? No place for this kind of complex colloquial language. Controllers should use simple commands at all times, like hold, wait, advise etc. Just common sense.

There are multiple ATC controllers. That particular controller wanted to know if other controllers or ramp people whatever cleared Air China. If yes, go ahead into ramp. If no, hold position. He needed to know yes or no.

In Chinese sentences generally do not change when a question is asked, the only way you know it is a question is if they include a question marker at the end of the sentence. One version of that is "shi bushi" which a literal translation is "yes no" meaning you want a yes or no response to the question. So to the Chinese person without very good English skills, "Have they cleared you into the ramp?" is functionally equivalent to "They have cleared you into the ramp." By including "yes or no" at the end they will understand the first sentence is a question.

If you do not understand a question phrased 3 different ways, and after having told "it's a question", you shouldn't fly international. My fathers acquaintance is an instructor. I was considering workingfor an airline and he showed me level of proficiency I'd need to have. Played some recordings of english oral exams from some pilot cadets out here and they were just as funny as the chineese guy. They have to study manuals thick enough it can be considered weightlifting and still manage to sound so uneducated :D

Yah, reminds me of my Mom. She used to work in and trained trainees in chem labs, or QA offices. She would say "repeat the instructions back to me" and they said nothing like what she instructed. Even worse, they repeated correctly, but did not follow the instructions whatsoever. She then got into the work habit of having that tone even outside of work. It's real stress when there's such liabilities, like explosions, toxic fume, contaminating drinking water system; one time a venomous snake got out.

Airline Pilot here. Yes its terrible English of course but the reality is that some foreign pilots English level won't improve ever. But that arrogant controller is not making the situation any easier. Because he increases the confusion by using more complicated words. Also his attitude is completely wrong with a angry tone. All this controller needed to do was to say HOLD POSITION then guide them in small simple instructions. Instead he went on a condescending rant and contributed to over all decreased safety. If one uses that tone and speak in such a way at work to coworkers and collegues it may be time to take a forced vacation or be dismissed.
ATC: “Did they clear you in to the ramp?” Air China 981: 💪 ATC: “No! It’s a question! Did the ramp people cleared you?” Air China 981: 👍 ATC: “Interrogative!!” Air China 981: “I’ll hold here”.

Whenever someone is having a hard time understanding me I make sure to make myself easier to understand by yelling, sounding angry, speaking faster, using high vocabulary words and using English idioms instead of standard usage. It saves lives.

If you can't speak the language well enough to communicate accurately and thoroughly (Kind of important when flying an aircraft)..Then why are you flying the aircraft?

Airline Pilot here. Yes its terrible English of course but the reality is that some foreign pilots English level won't improve ever. But that arrogant controller is not making the situation any easier. Because he increases the confusion by using more complicated words. Also his attitude is completely wrong with a angry tone. All this controller needed to do was to say HOLD POSITION then guide them in small simple instructions. Instead he went on a condescending rant and contributed to over all decreased safety. If one uses that tone and speak in such a way at work to coworkers and collegues it may be time to take a forced vacation or be dismissed.

Whenever someone is having a hard time understanding me I make sure to make myself easier to understand by yelling, sounding angry, speaking faster, using high vocabulary words and using English idioms instead of standard usage. It saves lives.
