So it still holds true even Def tanks go out when full. Just like the fuel tank pump

Does running your exhaust fluid low more often contribute to this heater element problem? Thoughts?

Yes. The DEF fluid pulls the heat from the heater element as it's warmed. If there is less fluid to accept this heat the element itself will get hotter and degrade sooner.
