VICE is a mod that aims to fill out some harshly neglected areas in and around New Vegas to have a more "close to concept" appearance. The mod's foundation is complete. There will be additional updates post release.

Excellent work with The Strip! This really shouts the city of vice and sin all around! Here’s hoping for more overhauled areas around the urban area (hopefully ones that don’t interfere with NV interiors project, although if you make better interiors than those I’ll gladly uninstall that mod)

I use A World of (Less) Pain, but I'm not sure about the full version. There's only one thing I noticed, and that there's some graffiti that just needs to be moved, or disabled in one spot.
