when this doesn't work, just try to disable the "skip transform when placing" under Edit > Preferences > General >

EnableLUA (Limited User Account) specifies whether Windows User Account Controls (UAC) notifies the user when programs try to make changes to the computer.
Whilst it allows you to drag and drop images to Photoshop, it will also put your computer at risk and make it significantly easier for malicious software to infect your PC.
I do not recommend doing this.

I was unable to fix the issue I had with photoshop, I was only able to fix it once I got an entirely new version of Photoshop, I've never even heard of VIBER, sorry
