Shoigu wasn’t a military man either. He never served in the military before being appointed minister. This fellow is being brought in because of the vast monetary problems the military has had under Shoigu. Additionally, there is finally some concern about individual troops, something Shoigu has never understood. As is everything in Russia, it’s more complex than it seems.

Pootin’s regime is a weird one, as most dictatorships. Apparently, Shoigu is more of a logistics guy, at least in a broader sense.
The new dude is also an economist, which makes a lot of sense. If Pootin isnt a complete idiot, he realizes that the only way the West can truly break him, is if sustained economic pressure comes into effect. The west can break him militarily any day, but both parts realize that implies ww3-noone is interested in that. IMO it makes a lot of sense to place an economist in Shoigu’s role to beef up what is left of Russian economy. The Russians are learning by doing. Its going to be interesting to see who is going to replace Gerasimov, too.

no, Shoigu was not promoted, he was sidelined to a position where he can not steal so much money any more, Russia is having cash flow problems due to sanctions, and this is why Putin put an economist in the position instead
