Enumerated Powers: those spelled out in the US Constitution.
Implied Powers: powers not specified in the Constitution but that are necessary to carry out governmental action that ARE specified, including in the commerce clause.
The Elastic Clause states that the Congress has the power to enact laws necessary to carry out their functions that are laid out in the Constitution.
