If I remember correctly, "humes" are the Foundation's unit of measurement for the stability/strength/amount of reality in a local area. Fewer humes = less reality, more absurdity. Reality benders have higher hume ratings compared to the rest of reality (which is a result of their ability to bend reality) while the hume rating of the area around a reality bender is lower than the average (because a reality bender is present and fiddling with reality). The Kant counter measures humes. This a simplified explanation, but that's more or less it. If hume rating of 100 is "normal reality", an entity with a hume rating above 100 has more reality to it than reality itself, indicating its ability to bend reality (with the entity's precise hume rating also sort of representing its power level, so to speak, at least relative to other reality benders). Humes below 100 indicates something is actually warping/bending/destabilizing reality. Hume rating of 0 or below is something best not thought about.
Most of the times hume value of 1 is standard for universe though, someone with hume level of 100 would be 100 times more real than rest of universe, universe literally wont be able to affect that person by any means What is concerning is that there's at least three entities with hume level of 300 and two with hume level of 8000 on earth alone

And hum itself seem to be inspired by the Dirac sea model in theoretical physics. High hume means matter can exist and reality can be bended and low Hume means every matter will decay into nothing. Hume is the measure of probability for things to exist like the wave function of matter. In the Dirac see model, it was quantum fluctuation that created all the matter and energy in the universe and to create matter and energy, an equal amount of "negative energy" must be created but we don't see it because it's deposited into the vacuum of space and when the universe die all matter and energy will decay back with the "negative energy" to return the universe to it's ground energy level.

The thing with Ireland and belief in fairies is that they weren't alone in that. Parts of Britain allowed "it was really a changeling" as a defense for infanticide *well* into the 20th century. Of course, that didn't get as widely publicized because the powers that be over there had a vested interest in making Ireland look like a backwater while holding Britain up as a shining example of progress and civilization. And *had* for hundreds of years. One of the craziest things about that "they deserve it for Pearl Harbor" response to the 2011 earthquake is that I can dang near guarantee that none of the people saying that were *alive* when Pearl Harbor was attacked. My paternal grandpa served in WWII. He told me about hearing that Pearl Harbor was attacked. He was in the navy and talked a bit about training for the invasion of Japan. He never said a *word* indicating hatred for the Japanese.
And maybe some of those who were saying Japan deserved that (doesn't need to be related to Pearl Harbor) were South Koreans & Chinese as they still kind of hate what Japan did to them to this day, which is understandable and I think Japan has some trouble taking responsibility for their past actions. Correct if I'm wrong though.

Especially when all the perpetrators are almost certainly dead and few people in the country today are probably even *aware* of what happened.

You like horror? I recommend these by the Exploring Series scp 2316, scp 3935, scp 4833 and then The Class of 76. All of these SCP stories are related to one another. I think you'll like them very much. Also honorable mentions. SCP 1936, the Hanged King by The Exploring Series, SCP 093, SCP 2978, SCP 342, SCP 3333. There are so many good horror SCPs out there. These are all that stuck with me the longest. There are also those like Daleport and What Happened to Site 13, but. Those are more of an epic adventure with some elements of horror to me, but. Those are cool too nonetheless.
