About the rally cars they need to be road legal to participate on the stages and rally drivers must follow road rules of the state, there are videos of Sebastian Loeb stopped by Mexican Police because the Xsara became a three wheeler and Elena was hanging outside of the car like in Duke of Hazard or Sebastian Ogier had got an accident in Croatia 2021, if I'm not mistaken he receives a ticket too
