Cities like Dubai, Riyadh, Abu Dhabi, Jeddah or any other lavish middle eastern city have good conditions. A normal person is quite well off and is very stable economically, and most of the population is middle class. But sometimes it's a bit richer than middle class. I think the city of Mecca is an exception, because the city is built solely for the pilgrimage so they do take care of the people no matter what. Whereas in the rural areas of these countries, especially the rural areas of UAE and Saudi Arabia, people live quite a nomadic and backward life.
