Panel recommends stricter speed limits for personal mobility aids

  • To ensure the safe and responsible use of personal mobility aids like motorised scooters and wheelchairs, an advisory panel is proposing a stricter speed limit for these devices. Users could also be required to undergo a medical assessment. Calling for a "light-touch" approach, the panel recommends that only those with certified medical needs be allowed to use motorised scooters.

    The problem is not just having laws. PMA/PMD/quadbikes??? has become bigger taking almost the whole walkpath and the ones using them are abled-bodies who at times carry 2 adults with 2 kids. Enforcement is the challenge.

      It now even occupying shopping malls driven by able men on loan from his handicapped relatives ? These devices are meant for poor health, why the able are using it to go shopping and driving aggressively?

    Many motorised wheel chair users travel much faster than normal people, and horn other pavement users to give way.

    We understand the people with medical issues using the PMA but how many people can sit on one? I have seen families, father, mother and toddler riding on one, 3 teenagers speeding on one, old man speeding through the gantry of MRT, where do we draw the line especially when it poses dangers to others? There should be some type of license/certificate displayed on the vehicle showing that the person using it is authorized to use the PMA. It is sad that it has to come to this but the PMA use is really abused by so many nowadays and yes before people, especially children or the elderly get seriously injured/die please do something.

    It is no good having more laws implementation and without enforcement. The pedestrian walkway, void deck and square have become a race track.

    Laden weight of 300kg. A popular 155cc Yamaha motorcycle weights about 134kg without fuel. Average passenger weight can range from 70-110kg. Imagine getting hit by a 155cc motorcycle going at 6-10per hour, that's how painful or damaging a 300kg PMA can do.

    That was long overdue.
    Such regulation are in place since decades in Germany. On pavements the maximum speed is 6 kph, but all devices have a speed adjuster that allows to move at real walking speed, about 3 kph.
    Above 6 kph is permissible, but such devices need to be registered, ensured and get a number plate. The user needs to have a minimum age. These vehicles are theoretically not allowed on pavements. But in practice police will not say anything, for as long as they drive slow.
    My fathers reached 20 kph, a moped license is needed for that kind.

      Our government likes to do things slowly, including upgrades. To show that they are doing work. Else no reason for the many high paying minsters to exist

    This should have been done together with the pmd limitation previously. Was wondering why some pmd sped by so fast and even horned by walking pedestrians to move aside.

    Just have a look at these 4d shops. Miracles happen. People on motorized wheel chairs are able to walk normally to purchase their tickets

    Some are reckless and sped or anyhow reverse. Most probably don't really need. Just plain lazy

      It is like exploiting a loophole to get a motorized vehicle without license and COE for some.
      Even if the user has a legitimate need, they are using it as a speed demon rather than a mobility device.
      When there is no control, the situation gets out of hand.

    I had often witnessed some old men speeding recklessly on their PMAs like kings of the walkways. There is even a lunatic who continuously speeds round and round NTUC at The Poiz Centre day and night as though he is on a racing track but the short-handed supermart is unable to protect shoppers from such danger

    This is too late to implement. How are they going to catch those flouting the law? Our politicians are not doing enough.

    lols now everyone is using whether medically or not. there are so many on the foot path even on hdb shop areas and they are so intruding up to the point where peoples walking on it face all kind of issues. govt should limit these kind of scooter to certain area even the medically unfit - they need to exercise too but with this ? hardly any will do exercise. I regards to speed limit I doubt what I am hearing now "10 kph" more like 30 kph nowadays

    Agree with advisory panel. I think additional measures should include:
    1) mandatory license plates for all motorised pmd that must be prominently displayed. each plate should carry the NRIC no & pic of the pmd's certified owner & user
    2) speed limit for all motorised pmd including those used for food delivery set at 6km.
    3) size limits for all pmd including those used for food delivery
    4) mandatory for certified users of pmd to go for license renewal every 2 years. those who are unable to use pmd safely for medical reason should not be given license renewal.
    5) heavier penalty including imprisonment for illegal use or sale of pmd
    6) mobile app for members of public to report errant pmd users to alert law enforcers to take immediate actions
    7) confiscation of all pmds seen in public or corridors of HDB estates that have no license plate

    Should have had all these regulations put in place back when PMDs were banned from footpaths.
    And LTA needs to seriously look at those motorised bicycles as well. I'm seeing so many of these bicycles zooming in and out of traffic on main roads as if they're motorcycles. They ride so fast - some as fast as the cars and motorcycles around them - yet they don't have the proper safety helmet, no power-assisted brakes, no insurance, maybe even no license. If this is not clamped down hard now, eventually you'll see more and more of them on the roads cos some people will think they can use it as an alternative to cars since they won't have to pay for COE, ERP, parking, road tax, insurance, petrol, ARF and so on.

    Also riders on bicycles speeding. On pavements. ! How many have caused serious injuries colliding with pedestrians and others. They ride at high speeds and recklessly. Why no enforcement to get them on the roads instead?

    Have u come across the device literally zoom by u in a mall? These pple who we thought are not mobile or mobile enough seem to be in a hurry, no regards for walking shopper. It is accident waiting to happen. Pls reduce their speed to be unadjustable.

    Lots of misuses seem . Swa one old man drove on roads in HSB car park. Saw old man ferrying his GF in the front and taking the bus with luggage.

    The rules is just for show like the lorries, vans 60/70 km sticker decal on lorries vans that can speed to 100 km on lane 1 or 2 😂😂😂. Who's checking 😂😂

    I saw a lot of the user is abuse the usage. Most of them use not disable actually . Coz MRT can go in as well and used as a travelling device and also on the pedestrian, while family or couples using it instead!

    I've been wondering why 败手败脚 ppl can 'run'(edited) faster than me for months if not years. Now I know some policy makers are hiding somewhere (counting their salaries?), waiting for complaints, feedbacks and accidents before Actions. So very passive sia

    People with walking difficulties who really need PMAs should not be moving faster than an able body’s normal walking speed, we will be fair and safe for all human beings moving around in public. In this way, we will no longer see lazy, able bodied beings relying on PMAs to speed around, creating extra danger in the neighbourhood

    Those riding PMAids should have a permit certified by Hospital that the person really has difficulties in mobility and the rider must wear the permit. No COE, no road tax, no parking rules and can ride all over the place on top of road, many would buy one and ride around like a bike and probably modified it speed too, you can even see youngster pillion his girlfriend around.

    Its to give mobility and it is being grossly abused. Disability is not an excuse to speed. The speed on all footpath and walkways should be walking speed. Why is the law sleeping on this? Waiting for a child or elderly to be crashed and killed? Be pro-active not reactive.

    I have license to ride a pab and also a class 3 driving license …
    It is so wrong for me to travel on the road on the bike … I am quite prone to be knock down by any motorcycle, cars and bigger vehicles ..
    My profession is workplace safety …
    With my profession i do not recommend any source of bikes to travel on the road which once accident I may be dead …
    While travel on footpath it is highly unlikely to die both for public and riders themselves …
    I do not know why government allows cycling on roads … it is so wrong

    Can The Panel View This Seriously For This PMDs Not Only To Check On Health Issues But Also Mental Health...In Marine Terrace Where I Stay Can Been Seen PMDs Zooming At A Very Fast Speed And Those Are Well Above 70plus Years Of Age .. This Not Only Endangering Other Pedestrians But Can Inflicted Serious Injuries...Those Old Folks Which Have Only One Legs For Example Can Use PMDs To Assist Them...I Hope This Would Assured Safety Guideline To Be Followed And Also I Would Like To Highlighted That PMDs Are Also Being Use By Young Teenage Individuals...So I Hope This Laws On PMDs Would Kick In As Soon As Possible...

    Glad to see many situation of conflicts between PAP's voting base and the public at large. The nuisance created by these PAP voters will soon translate into contempt for the PAP. PAP will lose popular votes with every GE as long as it tries to hold onto their base.
