Thank god now I know I'm not the only one who's having framerate drop issues, it's the game, otherwise I though I'm the only one having noticeable drops.

Yeah, NFS: High Stakes for PS1 is generally better than NFS3, but the framerate is worse and in Hot Pursuit mode it's terrible. NFS3 handles police mode better. Really a shame.
