AP flour outside of the US is milled finer and is usually bleached both of which make flour hydrate better. That’s why the American flour doesn’t work as well. Some American AP flours also have fairly low protein, as low as 9%. King Arthur Flour’s AP is just under 12% protein, which would actually make it closer to bread flour (11-13%) than most AP flour (averages 9-11%) so it might work. AP flour that is milled for biscuit making would also work better since that is a finer flour than regular AP and in the case of White Lily, is bleached.

It been banned in some areas but many traditional pastries were developed when it was still common. Many specialty flours (biscuit or dumpling flours) are treated to make them more like bleached flour in places where bleaching has been banned.
