I got to see a couple of Tornados take off in Qatar when I was there in the mid-2000s. So awesome to see, but they were super loud. The loudest jets I have ever heard in my life.

I've just had a careful look at the video again and at 2:44 you can clearly see the underside of the spoiler is grey. HOWEVER, it may depend on the version. I only worked on GR1, 1(T) and 1A's of the UK, Italian and German air forces so depending on which version and nationality you're building it may be different.

It is always referred to as the fin on a Tornado, not the vertical stabiliser.

They're not hydraulic but pneumatic and driven by bleed air from the HP compressor.

Is the inside of the spoilers an off white or gray? Anyone have an idea? Building a 1/48 scale version.
If I remember correctly, the underside of the spoilers is white but the recess in the wing is grey.
