Why did the parents let that baby walk alone. The baby was 4 and that 13 yr old watch that child and knew he could get him

So I was just wondering an interview from as soon as it happened and the parents the mom was on there and she said it was her first time ever letting him go by himself. He had his bike and it was on the same street their house was and it was not even a block away. I thought it was a block but everyone's now staying four blocks. So either way she said that. Yeah it was her first time and she blamed herself obviously but things were a lot safer back then than it is now but still very sad

I saw an interview with the mother and she said that he wanted to go by himself that day. It's only a block away. The mother said on the same street that they live on and it was her first time ever letting him go by himself and to this day she blames herself
