Given that the starter is $100 (or more?), I can see the rationale for having a standard priced board game version. They're making lots more expansion content that is price locked on a product major retailers don't want to put on their shelves due to its high price.

Me personally I believe its part expansion part starter. It could possibly add paladin and cleric heroes and possibly new skill cards for the originals. But other than that it would be a cheaper set then the big box for more players to jump in
to see the light, you must face the dark...? only problem there is that it calls for "Dark Warriors." Unless they use proxies, that's at least 5 more figures to include in the box when space is at a premium to capture the essence of the game system at a smaller price point (and taking up less shelf space). I could see them including "The Maze" or some other nostalgic official quest from the legacy era in here though (see Dave Morris novel quests, etc. though some of those White Dwarf and Marvel Winter Special entries had additional components that will take up more space). I doubt any CoPD stuff will be included.
Personally, I'd do a revamped version of Dark company as an online quest after Wizards of Morcar/Zorgon. Mainly because if you own both Wizards of Morcar & Frozen Horror you should have enough Mercenary's.
I think they will want people who buy this to buy the expansions, so it will need everything necessary to facilitate that. So it must have a full board which I am assuming will be paper or thin card. The 4 Heroes look like the GS heroes. It will probably have half the monsters, and card furniture. Everything else the same, but maybe no AS screen.
Fake or not, the cover looks cool at least. I'm hoping for alternate minis, perhaps even one for Witch Lord and Sir Ragnar, since those never got retail versions before.
Wait, the guy who was in charge of Heroquest is not in charge of it anymore? That sucks. Personally, I think they need to end the Zargon storyline (have a final expansion with a Zargon miniature and he is the final boss of that expansion) and relaunch the game with a new story and have a modern day update that has tiles you put together.
I built a custom wooden box (more like a chest, really) and it is almost full, before even buying the Jungles of Deltrak expansion... God, please make them stop!
My guess is it's set entirely outdoors, so no need for doors or furniture; if the models and cards are all ones AH have previously produced, that would also help reduce the cost.
newest rumor is that its fully compatible with the other expansions, so no missing components, but at least at one stage of the planning... new sculpts of plastic monsters, but cardboard heroes. cardboard furniture?
That art is so poorly done in parts I cannot fathom its real. Look at the rivets on the Dwarve's shield or the Elf's sword not to mention dialing into stuff like the ears. If this really is a true box art that's even more of a drop in quality than I expected under Hasbro.
maybe they are really trying to save money... or maybe it's not final art. here's hoping anyway. it might indeed be final, I don't like the idea that they would substitute A.I. for quality art even on a bargain box like this may turn out to be.
to me "starter set" just means people new to the game franchise, not necessarily younger in age. the original HQ was age "9 and up" in Europe (and "10 and up" in the US). the 14+ thing has never been due to "mature content" or even complexity thus far but rather to safety testing (see the "pointy swords" in Advanced HeroQuest back in the day!). companies save money by not submitting for testing to make sure parts can't be swallowed by infants or whatever. I like Ash's joke about "41+" !
i think its fake, if you buy this, it likely becomes obsolete once you buy the main game. the base game is the starter set. UNLESS this is the starter set for a Heroquest RPG system.
perhaps. and a perfect way to fool us it would be because we already got fooled by the Easter Egg that was the "fake" Jungles of Delthrak cover. as pointed out, whoever created this is trying to make us think it's real. the ones with the power to debunk it the fastest are Avalon Hill/Hasbro themselves. but if any sleuthing fans can expose the thing, so much the better. we'd like to know the truth!
fake as in "not the real cover" (and not an official preliminary cover) is how I take your meaning. because even the official covers appear in CGI before the real physical thing is out and the text and such on the box changes (just like other details change like the shapes and colors of assets in the box)... and these mock ups remain even years after release on the official pages. I personally am leaning towards it being authentic at this time, but I'll try to keep an open mind!

I guess it could function as an expansion if you wanted to mix the assets, but for all we know they'll be exactly the same (just easier to pack away into a smaller box).
